Web Accessibility, W3C Guildlines

Web accessibility is based upon allowing the world wide web to be utilised by as many people as possible by structuring code to allow people with disabilities, understand, navigate, perceive, and interact with the World Wide Web (as well as and contribute to the web). Web accessibility not only benefits disabled surfers but it also benefits older people that have changing abilities caused by aging. The WAI is the main organisation which develops strategies, guidelines, and resources to help make the Web accessible to people with disabilities.

Accessibility is not just about providing access to disabled users but access to everyone across multiple browsing technologies eg. Mobiles, Internet, TV...etc.
The accessibility law came into force on 1st October 1999. It can be downloaded in its entirety from the DRC website.
